AMENDMENT THE REGULATIONS PRESCRIBING THE NATIONAL NUMBERING PLAN FOR USE IN THE PROVISION OF TELECOMMUNICATIONS SERVICES IN THE REPUBLIC OF NAMIBIA, NUMBERING LICENCE FEES AND PROCEDURES FOR NUMBER LICENCES: COMMUNICATIONS ACT, 2009
The Communications Regulatory Authority of Namibia, in terms of sections 81(1), (3) and (4) and 129 of the Communications Act, 2009 (Act No. 8 of 2009), amends the Regulations Prescribing the National Numbering Plan for Use in the Provision of Telecommunications Services in the Republic of Namibia, Numbering Licence Fees and Procedures for Number Licences published in Government Gazette No. 5983, General Notice No. 97, dated 1 April and as amended by Government Notice No. 500 of 30 August 2018 as published in Government Gazette No. 6692 of 30 August 2018, as set out in the Schedule and effective from the date of publication in the Gazette .

SCHEDULE
Definition
- In these regulations 'the Regulations' means the Regulations Prescribing the National Numbering Plan for Use in the Provision of Telecommunications Services in the Republic of Namibia, Numbering Licence Fees and Procedures for Number Licences promulgated under Government Notice No. 97 of 2016, as amended by Government Notice No. 500 of 30 August 2018.
Amendment of Annexure 1A
- Annexure 1A of the Regulations is amended -
- (a) by the insertion of the following definition of the following definition after the definition of 'donor licensee':
- ''fixed service' means a radio communications service between two specified fixed points;';
- (b) by the substitution for paragraph (a) of subitem (1) of item 4 of the following paragraph:
- '(a) customers having ECS (including any or all of the following services: DID services, fixed services and mobile services) may retain their number or numbers when they change the licensee providing their service and when they change their service type;';
- (c) by the substitution for item 5 of the following item:

The Communications Regulatory Authority of Namibia in terms of Regulation 32(1) of the Regulations regarding the National Numbering Plan for Namibia for use in the provision of Telecommunications Services in the Republic of Namibia, Numbering Licence Fees and Procedures for Number Licences as published in Government Gazette No. 5983, General Notice No. 97 dated 01 April 2016, hereby gives notice that the Authority resolved to award the following number licenses to Mobile Telecommunications Limited :

The Communications Regulatory Authority of Namibia, in terms Regulation 19(1) of the Regulations Regarding Licensing Procedures for Telecommunications and Broadcasting Service Licences, published in Government Gazette No. 4785, General Notice No. 272, dated 29 August 2011 (as amended), hereby gives notice of the following decisions:
1. Applications for Telecommunications Service Licence
- a) The Authority resolved to award Lightstruck Operating Company Namibia (Pty) Ltd a Class Network Facilities Telecommunications Service License.
- b) The Authority resolved to award Sat-com (Pty) Ltd a Class Network Facilities Telecommunications Service License.
- c) The Authority resolved to award the Municipal Council of Windhoek a Class Comprehensive Telecommunications Service License (ECNS and ECS).
- d) The Authority resolved to award the Vibrant Community Development Network a Class Non-Profit ECS/ECNS Telecommunications Service Licence.
- e) The Authority resolved to award the University of Namibia a Class Non-Profit ECNS Telecommunications Service Licence.
- f) The Authority resolved to award the Swakop Uranium (Pty) Ltd a Class ECNS Telecommunications Service Licence (ECNS).
- g) The Authority resolved to decline the application for a Class Non-Profit (ECS/ECNS) Telecommunications Service Licence submitted by Auasblick Neighbourhood Watch.
2. Expiration of Broadcasting Service Licence
- a) The Authority noted that the Community Broadcasting Service Licence awarded to Khorixas Youth and Community Media Centre automatically expired on 14 August 2019.
The decisions under (1) above are effective from date of this Notice.
