General Notices

COMMUNICATIONS REGULATORY AUTHORITY OF NAMIBIA

published in Government Gazette No. 4785, General Notice No. 272, dated 29 August 2011 (as amended), hereby gives notice of the following decisions:

1. Telecommunications Service Licences

  • a) The Authority resolved to award United Africa Group (Pty) Ltd a Class Comprehensive Telecommunications Service License (ECNS and ECS).
  • b) The Authority resolved to extend the period within which to provide telecommunications services for a period of twenty-four (24) months from 19 April 2022 to 18 April 2024, in respect of the Class Comprehensive Telecommunications Service License (ECNS and ECS) awarded to Ongos Connect (Pty) Ltd . Further, Ongos Connect (Pty) Ltd, must submit progress reports every six (6) months to enable the Authority to monitor progress towards commencement of commercial services.

2. Broadcasting Service Licences

  • a) The Authority resolved to renew the Commercial Broadcasting Service Licence awarded to Cosmos Digital Media (Pty) Ltd for a period of five (5) years.
  • b) The Authority resolved to renew the Commercial Broadcasting Service Licence awarded to Ninety-Nine (Pty) Ltd for a period of five (5) years.
  • c) The Authority noted that the Community Broadcasting Service Licence awarded to Katutura Community Radio Trust automatically lapsed on the 23 November 2021.
  • d) The Authority resolved to renew the Commercial Broadcasting Service Licence awarded to Namibia Future Media Holdings (Pty) Ltd for a period of five (5) years.

The above decisions are effective from the date of this Notice.

In terms of section 31 of the Communications Act, 2009 (Act No. 8 of 2009), the Authority may, on its own motion or on a petition filed by an aggrieved party to any proceedings, reconsider any order or decision that it has made, within 90 days from the date of this Notice.

NOTICE IN TERMS OF REGULATION 34(1) OF THE REGULATIONS PRESCRIBING PROCEDURES REGARDING APPLICATION FOR, AND AMENDMENT, RENEWAL, TRANSFER AND CANCELLATION OF SPECTRUM LICENSES: COMMUNICATIONS ACT, 2009.

The Communications Regulatory Authority of Namibia, in terms of regulation 34(1) of the Regulations Prescribing Procedures Regarding Application for, and Amendment, Renewal, Transfer and Cancellation of Spectrum Licenses, published as General Notice No. 104, Government Gazette No. 6888, on 29 April 2019, hereby gives notice of the following decisions:

1. Spectrum Licences

  • a) The Authority resolved to approve the relocation of Cosmos Digital Namibia (Pty) Ltd's transmitter site from Grootfontein water tower to the Signalberg tower as set out in the table below:
  • b) The Authority resolved the following with respect to applications for amendment of the Spectrum Licenses of Multichoice Namibia (Pty) Ltd:
  1. (i) Approve the amendment of the site relocation from Arendsnes to the Namibia Post and Telecom Holding's tower in Rundu;
  2. (ii) Approve the amendment of the site relocation from Rossing mountain transmitter to Tamariskia for provisioning of digital terrestrial television broadcasting services; and
  3. (iii) Decline the power output amendment from 1000W to 2000W for Rundu site. Further, this decision must not affect the coverage provided to existing customers.

The Communications Regulatory Authority of Namibia in terms of Regulation 32(1) of the Regulations regarding the National Numbering Plan for Namibia for use in the provision of Telecommunications Services in the Republic of Namibia, Numbering Licence Fees and Procedures for Number Licences as published in Government Gazette No. 5983, General Notice No. 97 dated 1 April 2016, hereby gives notice of the following decision:

NOTICE IN TERMS OF THE REGULATIONS REGARDING THE SUBMISSIONS OF INTERCONNECTION AGREEMENTS AND TARIFFS

The Communications Regulatory Authority of Namibia, in terms of Section 53(10) of the Communications Act, 2009 (Act No. 8 of 2009) read with regulation 8(1) of the 'Regulations Regarding the Submission of Interconnection Agreements and Tariffs', in Government Gazette No. 4714, General Notice No. 126, dated 18 May 2011, herewith gives notice that Witel Service Provider (Pty) Ltd (Witel) has filed tariffs with the Authority as set out in Schedule 1.

Any person may examine copies of the tariffs submitted at the head offices of the Authority during normal business hours and copies may be made on payment of a fee determined by the Authority. Copies are also available at www.cran.na where copies may be downloaded free of charge.

The public may submit in writing to the Authority written comments within fourteen (14) days from the date of publication of this notice in the Gazette .

Witel may submit, in writing to the Authority, a response to any written comments within fourteen (14) days from the lapsing of the time to submit written submissions.

All written submissions must contain the name and contact details of the person making the written submissions and the name and contact details of the person for whom the written submissions is made, if different and be clear and concise.

All written submissions and reply comments must be made either physically or electronically -

  • (1) by hand to the head offices of the Authority, namely Communication House, 56 Robert Mugabe Avenue, Windhoek;

  • (2) by post to the head offices of the Authority, namely Private Bag 13309, Windhoek, 9000;
