NOTICE IN TERMS OF REGULATION 19(1) OF THE REGULATIONS REGARDING LICENSING PROCEDURES FOR TELECOMMUNICATIONS AND BROADCASTING SERVICE LICENCES: COMMUNICATIONS ACT, 2009
The Communications Regulatory Authority of Namibia, in terms of regulation 19(1) of the Regulations Regarding Licensing Procedures for Telecommunications and Broadcasting Service Licences, published as General Notice No. 272, in Government Gazette No. 4785, on 29 August 2011 (as amended), hereby gives notice of the following decisions:
1. Telecommunications Service Licences
- a) The Authority awarded a Class Comprehensive Telecommunications Service Licence (ECS/ECNS) to Click Cloud Hosting Services CC.
- b) The Authority awarded a Class Network Facilities Telecommunications Service Licence to Fiber Communications Namibia CC.
- c) The Authority awarded a Class Telecommunications Service Licence (Non-Profit ECNS) to Namibia Chapter Internet Society.
- d) The Authority awarded a Class Comprehensive Telecommunications Service Licenses (ECS & ECNS) to Xylo Technologies Investment CC.
The above decisions are effective from the date of this Notice.
The full reasons for the decisions can be requested from the Authority. In terms of section 31 of the Communications Act, 2009 (Act No. 8 of 2009), the Authority may, on its own motion or on a petition filed by an aggrieved party to any proceedings, reconsider any order or decision that it has made, within 90 days from the date of this Notice.

1. Spectrum Licences
- a) The Authority noted the forfeiture of the spectrum licence for 791-801 MHz paired with 832-842 MHz awarded to UCOM Mobile Namibia (Pty) Ltd for the provisioning of mobile (IMT) services.
- b) The Authority awarded a spectrum licence to Click Cloud Hosting Services CC as set out in the Table below:
- c) The Authority awarded a spectrum licence to Southern Sun Media Trust for the provision of analogue FM radio broadcasting services as set out in the Table below.

1. 2100 MHz Spectrum Band Auction
As per the outcome of the spectrum auction held on 26 October 2022, the Authority resolved to award a Spectrum Licence to Mobile Telecommunications Limited as set out in the Table below. The Spectrum License was awarded subject to license conditions and roll-out obligations.

The Communications Regulatory Authority of Namibia, in terms section 53(1) and (7) of the Communications Act read with regulation 8 of the 'Regulations Regarding the Submission of Interconnection Agreements and Tariffs', in Government Gazette No. 4714, General Notice No. 126, dated 18 May 2011, herewith gives notice that it has approved :
- Enterprise Interconnection tariffs as submitted by Salt Essential Information Technology (Pty) Ltd t/a Salt IT , which come into force and effect on 20 October 2022 , notwithstanding the date of publication of the notice in the Gazette ;
- Flex tariffs amendments as submitted by Paratus Telecommunications (Pty) Ltd t/a Paratus , which come into force and effect on 1 November 2022 , notwithstanding the date of publication of the notice in the Gazette ;
- Fixed Wireless tariffs amendments as submitted by Oblixx Communications Networks t/a Oblixx , which come into force and effect on 9 November 2022 , notwithstanding the date of publication of the notice in the Gazette ;

NOTICE IN TERMS OF THE REGULATIONS REGARDING THE SUBMISSIONS OF INTERCONNECTION AGREEMENTS AND TARIFFS
The Communications Regulatory Authority of Namibia, in terms of section 53(10) of the Communications Act, 2009 (Act No. 8 of 2009) read with regulation 8(1) of the 'Regulations Regarding the Submission of Interconnection Agreements and Tariffs', in Government Gazette No. 4714, General Notice No. 126, dated 18 May 2011, herewith gives notice that Ucom Mobile (Pty) Limited has filed tariffs with the Authority as set out in Schedule 1.
Any person may examine copies of the tariffs submitted at the head offices of the Authority during normal business hours and copies may be made on payment of a fee determined by the Authority. Copies are also available at www.cran.na where copies may be downloaded free of charge.
The public may submit in writing to the Authority written comments within fourteen (14) days from the date of publication of this notice in the Gazette .
